Thanks to Ana, we are homing in on a solution to the mystery of my post on Wednesday regarding the 'ghost of failed rescue.' Turns out it is part of an installation piece by an artist named George Ferrandi. Seems I missed the larger picture visible only by peeking into the glass window. Now I have to go back and do that! Poke around the linked site and see if you can make sense of it.

I found an email address for the artist and wrote her in hopes of better understanding.
